Size by weight, not breed: XS is 2 to 3 kg, S is 3.5 to 6.5 kg, M is 7 to 10 kg, L is 10 to 14 kg. An adult cat of 4 to 5 kg falls in the S. Two fingers should slide under the strap once it is fastened.

Will it fit a 12 kg Beagle?

Yes. The L covers 10 to 14 kg and lists the Beagle, along with the French Bulldog and Cocker Spaniel.
