Can I use a harness underneath?

Yes. A leash slot runs through the back, so the harness stays on under the coat and you clip the lead through the slot. Attach car restraints to the harness, never a collar.

Is it waterproof?

It is a windproof padded coat and is not listed as waterproof. The shell is wind-resistant quilted nylon over cotton padding, with a stand-up collar covering the throat.
